An expansion and renovation campaign to ensure the SPCA in Cattaraugus County meets and exceeds animal shelter standards of care.

An Urgent Need
For 120 years, the SPCA in Cattaraugus County has served as the largest 501(c)(3) non-profit animal shelter in the Southern Tier, dedicated to saving the lives of animals and facilitating adoption services. Today, our 40-year-old building no longer meets animal welfare standards. Under the NYS Companion Animal Care Standards Act, we must quickly undergo significant renovations to continue to operate. With community support, we have already added a new roof, attic insulation, and a natural gas HVAC system, but the building requires significant additional work.

The Objective:
Meet and exceed requirements in the NYS Companion Animal Care Standards Act. As shown to the left, the current facility is substantially deficient in meeting the majority of the NYS mandates. Without support the SPCA will not be able to continue to operate.
New shelter mandates and needs
- Transform surfaces in contact with animals to non-porous, non-toxic, and water resistant, with adequate drainage
- Expand space for animals to stretch, lay down, circle and stand comfortably, away from where they eliminate and from food and water
- Lighting in animal housing areas must offer eight hours each of light and dark in a 24-hour cycle
- Proper segregation of dogs and cats to reduce cats’ exposure to barking and decrease stress and anxiety
- Isolation areas for any animal with an infectious disease
- Reduce noise decibels to 85 or below
- Limit cat colony rooms housing 30 cats each to 12 adult cats
- Replace rusted dog kennel fencing and doors
- Meet community needs with a veterinary clinic for low-cost pet spay and neuter services
The NYS Legislation goes into effect in December 2025. As shown to the right, we have begun work toward our new vision with conceptual drawings for renovations and an addition to the current SPCA building.

Together, we can develop a premier SPCA in Cattaraugus County that meets and exceeds New York State guidelines.
